"Smart Growth" 40R Master Plan

This "smart growth" 40R plan will guide the reconstruction of Reading's downtown to restore vitality lost as suburban sprawl has undermined retail and residential uses in the town center. Build-out scenarios, design guidelines, and revised zoning will structure growth around the commuter rail station and Main Street. Mixed use development including 500 new housing units will rebuild a thriving commercial district - shown in a series of incremental growth images.
