[ THE CHALLENGE ]  Hold a series of public meetings to understand barriers to housing development and develop design prototypes for a variety of neighborhood types.

[ THE RESPONSE ]  Working with housing consultant Karen Sunnarborg, Abacus evaluated housing needs, changes to programs and policies that would facilitate responsible development, and provided planning proposals for downtown, suburban, and rural sites.  Concerns about student housing in residential neighborhoods were addressed through both physical planning and regulatory oversight.
